District 4 is a snakey district that includes much of the Fairbanks downtown core, Island Homes, Hamilton Acres, Shannon Park and all the way out on the east side of the Steese Expressway beyond Fox out to the end of the line by Poker Plats beyond Chatanika. It also encompasses all of Chena Hot Springs and some of northern section of Nordale Road, as well as the private area north of the Chena River where residents have to go through Ft. Wainwright to get home.

In 2018, the districts were modified, The Fox area is no longer part of District 4. The area north of Airport Way and east of Peger Road are now included in District 4.
